Tony Franco is a partner with Piliero, Mazza & Pargament, PLLC. Mr. Franco's practice includes all aspects of federal government contracting including bid protests, contract claims and contract administration. Mr. Franco has represented clients before the Court of Claims, General Accountability Office, Board of Contract Appeals, and state, local and federal district courts.
Mr. Franco's primary focus is in areas relating to government contracts with an emphasis on federal procurement programs, such as the 8(a), small disadvantaged and HUBZone programs, representing large, mid-size and small business concerns. In addition, Mr. Franco provides general corporate counseling and advises clients on business strategies and structures, and the effects of various state and federal legislative and regulatory proposals on their business plans. Mr. Franco's practice also encompasses transactional matters, such as the negotiation and preparation of joint venture agreements, subcontracts, shareholders agreements, asset purchase agreements and operating agreements. Mr. Franco has also represented national and local clients on matters concerning labor and employment laws.
Mr. Franco graduated from the Georgetown University Law Center in 1986. He received his B.A., cum laude, from Tulane University and studied at the University of Madrid, Spain, as part of Tulane University's Junior Year Abroad Honors Program. He is a member of the Bars of the State of Florida, the District of Columbia and the State of Maryland.
Mr. Franco serves on the Small Business Administration's Advisory Board for the Washington, DC Metropolitan Area District Office. He served on the Board of Directors of the Hispanic Chamber of Commerce of Montgomery County, the Hispanic Business Foundation and the Community Ministry Micro-Enterprise, LLC. He was also a Commissioner on the Montgomery County Human Rights Commission.
Mr. Franco is a frequent speaker on various aspects of federal contracting
issues. He is also a contributing author to the firm's newsletters,
the Legal Advisor and Tribal Advocate. Mr. Franco
is fluent in Spanish.
