Andrew P. Hallowell is a partner with Piliero, Mazza & Pargament, PLLC, where he has practiced law since 1987. His practice areas include association law, corporate law, government contracts, litigation and Native American law.
Mr. Hallowell represents commercial companies, government contractors, trade associations and charitable organizations on a wide range of corporate, business and transactional matters, including intellectual property and trade secret protection, mergers and acquisitions, software and product licensing, vendor and consulting relationships, corporate formation and restructuring, employee bonus incentive plans, and related commercial litigation. He also counsels government contractors regarding bid protest claims, False Claims Act litigation and various small and minority business issues.
Mr. Hallowell frequently participates in conferences and seminars where he speaks on a variety of business-related topics including electronic commerce and small business issues. He is a member of the Maryland Bar, the District of Columbia Bar, the Government Contracts Section of the D.C. Bar Association, the Contract Services Association and the American Society of Association Executives. He is an editor for the firm's newsletter, Legal Advisor, and a frequent guest columnist for Government Contract Audit Report and Set-Aside Alert .
Mr. Hallowell received his Bachelor of Arts degree from Indiana University in 1982 where he graduated Phi Beta Kappa. He received his Juris Doctor degree from American University in Washington, D.C. in 1985.
